IT Consulting Services Framework Agreement (2025)

The SKI is offering a framework agreement for IT consulting services, referred to as 02.15. This framework agreement is voluntary, meaning that customers have the right, but not the obligation, to use it. Details about eligible customers are provided in Appendix A. The framework agreement 02.15 covers the provision of IT consulting services, and potentially the execution of these services as a direct extension of the consulting. It includes 14 service areas, of which 7 are mandatory and 7 are optional. The mandatory service areas include: 1. IT-related strategies 2. Business needs, business case, and benefit realization 3. IT procurement 4. IT security, business continuity, and IT compliance 5. IT architecture 6. IT governance 7. Project and program management The optional service areas include: 8. Data processing 9. Software license consulting 10. Infrastructure and hardware 11. Testing 12. Development of new functionality 13. Customization of existing IT systems 14. IT system operations Each service area is divided into sub-areas, which are further divided into specific services. For a complete description of the service areas, sub-areas, and services, please refer to Appendix B. A supplier under this framework agreement must be able to provide all services within the service areas they offer. Since all mandatory service areas must be offered in the tender, a supplier must be able to deliver all services within the mandatory areas and potentially execute them as well. If a supplier has offered an optional service area, it includes all underlying services. This means the supplier has accepted to both advise on and potentially execute these services. Customers utilize the framework agreement by directly awarding contracts for the purchase of consulting services in IT consulting, as detailed in Appendix D. For a customer to use the framework agreement, the estimated economic value of their task must primarily focus on consulting, with less emphasis on the execution of services listed in Appendix B.
