Specialized Vehicle for Technical Rescue

The contract involves the delivery of a brand new, unused vehicle with specialized equipment for technical rescue purposes. This vehicle is intended for towing buses and serving as a technical emergency response unit during road incidents involving the fleet operated by the contracting authority. The contracting authority allows the possibility of subcontracting parts of the contract. In such cases, the contractor must indicate in the bid form which parts of the contract will be subcontracted and provide the names of the subcontractors. The contractor is responsible for the actions or omissions of the subcontractors as if they were their own. The contracting authority reserves the right to limit access to the contract for suppliers from third countries that do not have an international agreement with the European Union guaranteeing reciprocal access to public procurement markets. Suppliers from countries outside the EU, EEA, or those not party to the Government Procurement Agreement (GPA) or any agreement with the EU regulating mutual access to public procurement are not allowed to participate. The contracting authority will verify offers from non-EU suppliers to ensure compliance with international agreements regarding public procurement. Offers from suppliers from countries that have not signed the GPA or a bilateral free trade agreement with the EU guaranteeing reciprocal access will be rejected. The contracting authority may cancel the procurement process before the deadline for submitting offers if circumstances arise that make further proceedings unjustified.
