Audit Services for Financial Partners of the Var Department

This contract involves the following services: A) On-site and document audits of financial partners of the Var Department, with or without an organizational link (members of governing bodies). These audits will assess the proper use of public funds and the effectiveness and efficiency of funded actions, the financial health and management of the partner, the evaluation of legal and financial risks and responsibilities for the community, and the future prospects and adaptability to changes affecting public resources. B) Post-audit assistance. In addition to the audits mentioned above, the contractor may be consulted for occasional and supplementary advice (updating analysis, technical notes, opinions, etc.) to support the community in implementing or monitoring the measures identified or resulting from the audit conclusions. The contract is for a duration of one year (or 12 months) starting from January 1, 2026, or from its notification date if later. It is renewable three times for one-year periods, by express renewal, with a total duration not exceeding four years. The contract may be renewed for one year, at the earliest from the date the maximum amount is reached, or at the latest, one year from January 1, 2026, or from its notification date if later. The estimated annual value of the contract is €35,000 excluding VAT. The services may vary within the following limits: Minimum amount: None Maximum amount: €70,000 excluding VAT. The funding for the service is provided by the departmental budget. The technical value will be assessed based on the technical memorandum according to the following sub-criteria: Sub-criterion 1: Understanding of the community's needs and proposed methodology, scored out of 45 points. Sub-sub-criterion 1.1, scored out of 5 points with a coefficient of 3, for a maximum of 15 points: Level of integration of the community's needs and expectations and understanding of the context. Sub-sub-criterion 1.2: scored out of 5 points with a coefficient of 6, for a maximum of 30 points: Methodological description of the audit mission and time allocated. Sub-criterion 2: Experience, qualifications, and organization of the team assigned to the mission - scored out of 35 points. Sub-sub-criterion 2.1, scored out of 5 points with a coefficient of 2, for a maximum of 10 points: Team experience on similar projects. Sub-sub-criterion 2.2, scored out of 5 points with a coefficient of 3, for a maximum of 15 points: Qualifications of the team deployed for the missions, including at least one senior auditor specializing in satellites and relations with local authorities, a financial analyst, and a legal and tax expert. Sub-sub-criterion 2.3, scored out of 5 points with a coefficient of 2, for a maximum of 10 points: Organization and size of the team assigned to the mission.
