Romania – Chemical Reagents – REAGENTS 16 LOTS (Framework Agreement 24 months)

The contracting authority has determined that it is appropriate and beneficial to conclude a framework agreement for the supply of REAGENTS 16 LOTS for a period of 24 months, as their procurement is necessary and repetitive. The supply of REAGENTS through the awarding of the framework agreement will be made with the economic operator whose admissible offer ranked first based on the award criterion of 'lowest price'. The 'lowest price' criterion was chosen because the technical specifications were clearly established through the Terms of Reference, focusing solely on price evaluation. The estimated value of the procurement was made in accordance with the provisions of Chapter I, Section 4, Paragraph 3 of Law 98/2016 on public procurement, with subsequent amendments, taking into account the following aspects: - Market research; - Information received from companies engaged in the supply of reagents; - Estimates from industry specialists. The estimated value for the maximum quantity for the procurement of REAGENTS 16 LOTS is 8,712,110.75 lei excluding VAT, calculated based on the publication of Market Consultation MC 1032602/14.03.2025, concluded with Consultation Result No. A5-14159/09.04.2025, based on the analysis of prices awarded in the procurement procedure of 2023 and following the inquiry of the SEAP catalog. The contracting authority will respond clearly and completely to all requests for clarification/additional information 10 days before the deadline for submitting offers. Requests for clarification must be submitted by economic agents 13 days before the opening of offers. The 3 days required for the contracting authority to formulate a consolidated response do not include legal holidays.
