Energy Performance Certificate Services in Poland

This contract involves the provision of energy performance certificates for up to 125 residential or commercial units and no more than 3 non-residential buildings owned by the State Treasury, managed by the Military Property Agency in Bydgoszcz. The contractor is required to complete the work within 12 months from the signing of the contract, starting no earlier than September 1, 2025, or until the budget is exhausted, whichever comes first. The deadline for preparing and delivering the energy certificate to the contracting authority is up to 14 calendar days from the date of sending the partial order. The primary order includes the execution of no more than 125 energy performance certificates for residential or commercial units and no more than 3 non-residential buildings in the following locations: Bydgoszcz, Bożenkowo, Brodnica, Chełmno, Ciechocinek, Debrzno, Gałkówek Mały, Grupa, Grudziądz, Inowrocław, Kutno, Leźnica Wielka, Łask, Łódź, Ozorków, Piła, Płock, Toruń, Skierniewice, Świecie, Regny, Włocławek, Zgierz. The work will be carried out as needed over a 12-month period from the signing of the contract, starting no earlier than September 1, 2025, or until the budget is exhausted. The contractor must perform the service with due diligence and in accordance with applicable laws, particularly the Act of October 7, 2022, on the amendment of the Act on the Energy Performance of Buildings, and the Building Law. A detailed description of the contract is included in Annex 1 to the Terms of Reference. The contracting authority informs that the contract has not been divided into parts. The contractor is required to prepare the energy performance certificate using an IT system that maintains a central register of energy performance for units/buildings. Regardless of who executes the order, only the offered price will differentiate contractors, and the certificate will be identical, made based on the same template for all. Currently, the authority does not have information on which units will be ordered for the energy performance certificates based on partial orders.
