    Brief

    This procurement involves the acquisition of new hot water boilers (CAF) with a total installed thermal power of 90 MWt (3 identical units of 30 MWt each) for the Brazi District Heating Power Plant in Prahova County. The thermal energy produced by these boilers will contribute to the amount of thermal energy required in the centralized heating supply system of the Municipality of Ploiesti. Ensuring the necessary thermal energy for the continuous operation of urban heating in the city of Ploiesti is a legal obligation arising from the provisions of Law no. 51/2006 on community public services and Law no. 325/2006 regarding the supply of thermal energy to the population. The centralized thermal energy production source, CET Brazi, operated by the contracting entity, is equipped with outdated installations that are beyond their normal lifespan and operate in an unsafe manner. Currently, the heating plant has only one hot water boiler with a capacity of 100 Gcal/h, which operates intermittently due to repeated failures caused by advanced wear. There is an urgent need to replace or supplement this equipment with modern installations that ensure continuous service delivery, have low pollution levels, and are efficient with superior performance. The immediate effect of this procurement will be a reduction in production costs and consequently lower tariffs. Repairing or replacing various components of the existing boiler (such as the combustion system or heat exchange surfaces) are lengthy processes and do not guarantee consistent operation; repairs can only temporarily delay the absolute necessity for a new investment to ensure functionality. Given this situation, it is necessary to initiate a procedure for the procurement of one or more thermal groups with a total thermal power of approximately 10 MWt — groups with an installed power greater than 2.5 MWt, operating in cogeneration for the CET Brazi location. The delivery of the equipment will be based on the contract concluded with the winning bidder, within the timeframe presented in the offer, at the beneficiary's location in Prahova County, Brazi commune, Brazii de Sus village, Trandafirilor Street, no. 89. The contracting entity will respond to clarification requests on the 11th day before the deadline for submitting offers. The number of days in which clarifications can be requested before the deadline for submitting offers: 20 days.
