Belgium – Architecture, Engineering, and Planning Services – Construction Project for Two Daycare Centers – Complete Architecture and Engineering Mission

This contract is partially related to the Stork Plan and must meet specific development criteria. The contracting authority wishes to: - Appoint a service provider that includes at least: 1 architecture firm, 1 engineering office (technical and structural), and 1 health and safety coordination office; - Design two project files that can be put out to tender as soon as the agreements from the funding authorities are received; - Based on the general programming attached to this specification, the appointed architecture firm and engineering office must study two daycare centers aiming for identical designs for both; The contracting authority desires daycare centers based on the Fuji school model. Initial discussions have been conducted by the contracting authority's teams, and a preliminary operational sketch has been drafted. The document resulting from the working group is attached as Annex E of this specification. The expectations are as follows: • Design a standard daycare center for 28 places, with the possibility of adding sections later to reach 63 places. • Design a daycare center for 56 places. The contract is not divided into lots. The estimated cost of the work is 5,600,000 euros including VAT (for 119 places), excluding fees and adjustments during the construction phase. This estimate was prepared by the contracting authority and is included in this specification – Annex D - (estimate for one daycare center). The bidder is asked to provide their opinion on this estimate and to adjust it according to their own calculations. However, to ensure fairness among all bidders, the contracting authority's estimate will be used for the price criterion calculation.
