Project Management for E-Governance Initiatives in Germany

The KfW Bank, on behalf of the German government, finances programs and projects related to state financial cooperation. To implement these initiatives, technical experts with specialized knowledge in the relevant sectors are engaged throughout the project cycle. They provide advice to KfW and project partners on technical design and project management. The digital transformation is increasingly important in the partner countries of German development cooperation, offering significant opportunities to enhance government performance and service quality at both national and local levels, thereby providing better and more equitable access to essential public services. Consequently, the KfW has been supporting the expansion of IT infrastructure and the digitization of public administrations in various regions for several years. Several projects in the area of E-Governance are currently being prepared or are already underway, focusing on the expansion of ICT infrastructure (network development and connectivity, equipment) at both national and local levels, the introduction of digital processes, the digitization of administrative services, and the strengthening of digital skills in partner countries. The responsible teams continuously rely on technical and sector-specific expertise for the further development of these approaches. As the current demand for IT expertise cannot be sufficiently met within KfW, additional external professional support is necessary. The KfW estimates the maximum contract volume for this framework agreement to be 800 days during the contract period.
