General Anti-Infectives for Systemic Use

The Satu Mare County Emergency Hospital is seeking suppliers for injectable solutions, anti-inflammatory and analgesic medications, anti-infectives, and diagnostic agents. Due to market instability regarding the availability of medications in various concentrations and the fluctuating number of patients based on medical conditions, the procurement will be based on patient numbers, which are not precisely known at the start of the procurement process. The contracting authority has decided to finalize the procedure for each lot by establishing a framework agreement with up to three suppliers without re-competition for a period of 36 months. This decision is based on the necessity report number 142/27.04.2022 prepared by Farm Hagau Adriana and approved by DFC and the management of SJUSM. The frequency and value of contracts awarded will be annual or as needed, depending on the number of hospital admissions. For each lot, the estimated minimum and maximum quantities are specified in Annex 1 of the specifications. Subsequent contracts will be concluded based on the contracting authority's needs, with estimated minimum and maximum quantities. The contracting authority will respond clearly and completely to all requests for clarification or additional information by the 11th day before the deadline for submitting offers, in accordance with Article 160 in conjunction with Article 161 of Law 98/2016, with subsequent amendments. Suppliers can request clarifications up to 20 days before the deadline for submitting offers.
