    Brief

    This contract involves the creation of a modern digital Public Health Surveillance (PHS) system. The implementation of this system will utilize tools for collecting epidemiological data, ensuring accurate and secure data processing, producing mathematical and stochastic surveillance analyses, and analyzing the geographical and demographic dimensions of the data. It will establish a contemporary Epidemiological Surveillance Control Center, support relevant committees with access to documented data and reports, and provide a suitable emergency reporting process for physicians. The project will also promote communication and dissemination of findings and guidelines, and facilitate data sharing with reference centers. The project encompasses the digital operational framework of the Epidemiological Surveillance Mechanism based on established procedures, standards, organization, and regulatory framework defined by the implementation study and other sub-projects. Key actions include: 1. Procurement, development, installation, configuration, and operation of a multi-channel information management and dissemination platform (Web, Mobile App, etc.). 2. A comprehensive platform for data collection, processing, and storage based on a Data Warehouse architecture for report generation. 3. Digital tools: Data Mining, Intelligent Reporting, Predictive Analytics, decision-making support statistical packages (STATA, SPSS), and Geographic Information Systems (GIS). 4. Conducting three CAPTURE/RECAPTURE studies to assess the representativeness and rate of reported data. 5. Developing a study on the need for a national registry of 'live' diseases based on COVID experience and international best practices. 6. Implementation study & execution, training plan, and publicity action plan. 7. Training actions and production of educational content. 8. Designing workshops to inform, raise awareness, and engage stakeholders in the implementation of the Epidemiological Surveillance Mechanism. 9. Planning a Public Health Scientific Conference to gather best practices regarding the operation of the Epidemiological Surveillance Mechanism, involving internationally renowned experts and all stakeholders.
