Energy Efficiency Advisory Services for Sustainable Housing in Limburg

This contract involves participation in a multi-year collaboration among 8-11 municipalities in the North and Central Limburg region, coordinated by the municipality of Venlo. The aim is to select a market party (intermediary) that will effectively guide homeowners of single-family houses through the entire process of making their homes more sustainable. The selected intermediary will organize qualitative sustainability measures (potentially using bio-based materials) and collaborate with local providers. They will also participate as a partner and 'practical expert' in the inter-municipal collaboration, continuously improving the approach and implementing necessary developments to enhance impact and quality. Responsibilities include managing local budget obligations, including subsidy processing. The contract value consists of three components: a fixed government contribution (approximately 1 million euros excluding VAT) for overall services and collaboration; a variable government contribution (approximately 0.5 million euros excluding VAT) for learning, improvement, and development of the proposition; and exclusivity as a partner in local marketing and communication activities related to the program. Additionally, the contractor can generate extra revenue from a service fee for implementing sustainability measures.
