    Brief

    The Department of Health and Social Care (DHSC) is seeking a supplier to deliver a nationally funded formula milk and sterilising equipment service for infants born to mothers living with HIV in England. The service will provide eligible families with access to formula milk and related equipment from birth until 12 months of age, addressing current inequalities in provision across England. Key Requirements: - Ensure equitable access across all regions, including for families facing barriers such as financial hardship, language difficulties or service access challenges - Accept referrals from HIV services, antenatal clinics, primary care and voluntary organisations - Maintain strict confidentiality and sensitivity regarding HIV status and potential stigma - Implement robust safeguarding and information governance procedures - Guarantee reliable supply of products meeting all regulatory and nutritional standards Delivery Options: DHSC welcomes innovative proposals and is particularly interested in suppliers with experience in: outsourced funding schemes, pre-paid cards or vouchers, direct distribution of products, formula milk manufacturing, retail supply, or HIV prevention awareness programmes. Consortia bids and applications from SMEs and VCSEs are encouraged. Contract Value: £350,000 per annum (including VAT) Initial Term: 14 months (including 2 months mobilisation) with optional extensions up to 24 months maximum This is a preliminary market engagement phase. No competitive procurement has commenced, and participation does not guarantee future tender opportunities or create any contractual obligation.
