    Brief

    Luton, Bedford, Central Bedfordshire, and Hertfordshire Councils are collaborating to reopen and expand the Approved Provider List (APL) for Independent Fostering Agencies. This APL aims to ensure that suitable foster care placements are available at the right time, in the right location, and with the necessary support, ultimately improving outcomes for children in care. We are looking for independent foster care providers located in Bedfordshire, Hertfordshire, and surrounding areas such as Buckinghamshire, Milton Keynes, Northamptonshire, and Cambridgeshire. All providers must be registered with Ofsted and have a rating of 'Good' or 'Outstanding'. They must also comply with the guidance outlined in 'Working Together to Safeguard Children' (2018) and any subsequent updates. This reopening of the APL allows additional providers to join, as the original APL was established in 2025. The procurement process follows the Light Touch Regime under the Public Contract Regulations 2015, as the initial APL was set up prior to the Procurement Act 2023.
