Five-Year Estates Strategy Development for City College Plymouth

City College Plymouth is seeking qualified consultants to develop a comprehensive 5-year Estates Strategy (2026-2031) that will transform the College's property portfolio into a sustainable, efficient, and curriculum-led environment. The strategy will align with Department for Education national education estates policy, support the College's role as an Institute of Technology and National Defence Technical Excellence College, and facilitate major initiatives including a £50m Civic Centre regeneration project and the development of a new Blue Green Skills Hub. The College operates multiple sites across Plymouth, with the primary 13-acre Kings Road campus containing 29,000m² of floor space, approximately half of which requires improvement. Additional leased properties and the planned addition of 5,500m² from the Civic Centre redevelopment by 2031 must be integrated into the strategy. Consultants will conduct a complete analysis of the current estate, develop curriculum space models, perform space utilization analysis, create options appraisals, and produce a detailed implementation plan with associated appendices including asset registers, maintenance programmes, carbon reduction plans, and key performance indicator dashboards. The project timeline runs from July 2026 through February 2027, with site familiarization in October, draft report submission in January 2027, and final presentations to Executive Leadership Team and Board of Governors in February 2027. Fee proposals must include lump sum fees, day rates for additional work, detailed resource plans with payment schedules, GANTT charts, case studies from similar Further Education college projects, and details of proposed team experience.
