    Brief

    The Health Protection Surveillance Centre (HPSC) is seeking laboratory testing services for the National Wastewater Surveillance Programme (NWSP), a critical public health monitoring system established in 2021. The three-year arrangement (through 31 December 2029) will provide comprehensive laboratory testing and analysis for wastewater samples collected from treatment plants across Ireland to monitor infectious disease pathogens including SARS-CoV-2, poliovirus, influenza, and respiratory syncytial virus (RSV). Key services include: weekly viral load testing from 30+ wastewater treatment plants; pathogen detection and analysis; sample transport and logistics; methodology development and maintenance; genome sequencing support; and reporting to national and international public health authorities. The programme is expanding to meet new EU requirements under the Recast Urban Wastewater Treatment Directive (EU) 2024/3019, which mandates monitoring for emerging pathogens, antimicrobial resistance (AMR), and bacterial analysis. The selected provider will support Ireland's public health preparedness and disease surveillance capabilities while maintaining compliance with European regulations. Bidders should note that sample distribution will require securing transport services through a separate public tender process. HPSC intends to award this contract to University College Dublin under Article 32(2)(b)(ii) of Directive 2014/24/EU, with a 14-day standstill period from OJEU publication before contract award.
