    Brief

    Didcot Town Council is seeking a consultant to conduct a comprehensive techno-economic feasibility study for a low-carbon heat network serving an area northwest of Didcot, Oxfordshire. The study will evaluate the viability of heat network zones identified by the National Zoning Model and explore expansion opportunities created by 400,000 square meters of proposed data centre development on brownfield land adjacent to Didcot Power Station. These data centres represent a significant waste heat source not previously considered by the National Zoning Model. The feasibility study will assess technical and economic viability, identify key heat demand and supply opportunities, evaluate potential energy centre locations, and recommend delivery models aligned with forthcoming Heat Network Zoning Regulations. The consultant will produce a detailed report supporting a Green Heat Network Fund application and an HM Treasury-compliant Outline Business Case. The work must follow the latest Heat Networks Delivery Unit guidance and CIBSE/ADE Heat Network Code of Practice standards.
