UK Health Security Campus Harlow – Construction Contractor Opportunity

The UK Health Security Agency (UKHSA) is seeking market engagement for a major construction opportunity to build a new integrated health security campus in Harlow, Essex. This preliminary market engagement focuses on procuring a Tier 1 design and build contractor for campus facilities and infrastructure, excluding a separately managed high-containment laboratory building. The campus will consolidate UKHSA's specialist scientific facilities from Porton Down and Colindale with its London headquarters onto a single site. The project includes: • A new science and headquarters building with modern laboratories and office space for approximately 2,400 full-time employees • Containment Level 2 and Level 3 laboratory areas with associated technical environments • Office and shared facilities for staff relocation • Logistics, warehousing, and campus operations facilities • Arrivals, reception, security, education and training facilities • Site-wide infrastructure including energy centre, utilities, parking and external works • Health, safety, environmental, quality, security and regulatory coordination • Sustainability and social value outcomes UKHSA is using this engagement to evaluate whether a single Tier 1 design and build model is optimal or if alternative delivery models would better serve competition and value for money. The full campus is targeted for operational readiness by 2038, with main construction planned for the late 2020s and early 2030s, followed by commissioning and relocation through the mid-to-late 2030s.
