    Brief

    Transport for Wales is conducting preliminary market engagement to develop requirements for a CCTV Estate Strategic Review, Risk Assessment and Investment Business Case. TfW operates CCTV systems across multiple stations, depots, facilities and trains throughout Wales and the Borders. The current estate has developed over time through various investment programmes with different ownership arrangements and technologies. TfW seeks independent expert support to assess the existing CCTV infrastructure and plan future improvements. Phase 1 will establish a comprehensive understanding of the current CCTV estate, including asset audits, governance structures, maintenance arrangements and operational effectiveness. The assessment will identify coverage gaps, operational shortcomings and security risks. A cyber resilience review will evaluate compliance and governance standards. Deliverables will include a strategic review, asset register, coverage assessment, risk register, cyber maturity assessment, prioritised investment roadmap, cost estimates and outline business case. This Phase 1 engagement will inform two subsequent phases: Phase 2 (Detailed Forensic Assessment) and Phase 3 (Upgrade and Transformation Programme). No procurement decisions have been made for these future phases. A formal tender notice is expected around 30 November 2026, subject to completion of market engagement activities. This notice is for preliminary consultation only and does not constitute a call for competition. Any future procurement will be advertised separately under the Procurement Act 2023.
