Cambridge City Council is seeking consultancy support to analyze and model the effects of changes in statutory delivery, particularly regarding Social Care Provision. The project consists of two main phases: 1. **Advice and Support (Phase 1)**: This phase involves providing expert advice to assist in developing a business case for unitary councils. The consultant will need to focus on the implications of new unitary authorities delivering Social Care services, including Adult's and Children's Social Care, Education & Skills, Special Educational Needs and Disabilities (SEND), and Public Health. This phase is expected to conclude by October 2025. 2. **Implementation Planning (Phase 2)**: In this phase, the consultant will collaborate with the local authority team to create an Implementation Plan. This plan will build on the Implementation and Transition plan submitted in Autumn 2025, along with any business cases for new unitary authorities. This phase is anticipated to finish by February 2026. The total value of the contract is £100,000, and the deadline for submissions is May 15, 2025.
