Legal Support Services for International Climate Finance

The Department for Energy Security and Net Zero (DESNZ) is looking for a supplier to provide legal support services through a re-procurement process. The initial contract is valued at £800,000 (excluding VAT) for a duration of 2 years, with the possibility of two one-year extensions, each worth £400,000. The selected supplier will offer legal advice and support for the development and implementation of DESNZ's International Climate Finance (ICF) programs. This support will be needed on an as-needed basis and for specific projects, supplementing the legal advice currently provided by the Government Legal Department. The supplier should have expertise in foreign, corporate, and commercial law, especially in areas where DESNZ requires additional legal knowledge or capacity beyond what the Government Legal Department can provide. This includes drafting contracts and funding agreements governed by foreign law, advising on complex commercial or financial investment structures, and offering guidance on non-binding agreements with international organizations. Furthermore, the supplier will be responsible for sharing knowledge and creating guidance documents for DESNZ staff on common legal issues. This will help DESNZ staff assess legal risks when preparing project business cases or modifying standard terms and conditions before they are reviewed by the supplier or the Government Legal Department. The supplier will also keep DESNZ informed about upcoming legal changes that may impact ICF programs.
