Specialist Financial Advice Service Provider for Essex

Essex County Council is seeking a lead provider to deliver comprehensive financial Information, Advice and Guidance (IAG) services to Essex residents. The successful provider will act as a strategic partner to improve financial wellbeing, build resilience, and prevent financial crisis. Key responsibilities include: managing warm referrals from the Crisis and Resilience Fund scheme; providing FCA-regulated financial advice; offering multiple access routes (online, telephone, in-person); developing financial education programmes to build confidence and capability; coordinating with community partners to identify vulnerable residents and provide wraparound support; ensuring consistent quality standards across Essex; and creating practical tools and resources. The service must be person-centred, trauma-informed, and delivered through accessible channels including digital platforms, community outreach at libraries and food banks, and tailored content for specific cohorts (young people, families, those in transition). The provider will establish a referral framework promoting a "no wrong door" approach, train community volunteers as Money Advice Champions, and maintain a countywide knowledge hub. Expected outcomes include increased savings, reduced debt, maximised income, fewer repeat crisis applications, and improved access to quality advice.
