Brief

This is an open framework contract for specialist residential and supported living services for people with disabilities across West Glamorgan. Three public sector organizations—Neath Port Talbot Council, City and County of Swansea Council, and Swansea Bay University Health Board—will use this framework to commission services. The framework covers six service areas: Learning Disability and/or Neuro Diverse Residential and Supported Living, Mental Health Residential and Supported Living, and Physical Disability and/or Brain Acquired Injury Residential and Supported Living. Services may include nursing care and support for people with complex needs, including those receiving Continuing Healthcare or Section 117 support. The framework will operate for up to eight years (first framework: maximum 3 years; second framework: maximum 5 years) and is designed to help individuals achieve greater independence, choice, and control. As a light-touch framework, it is not required to follow all Procurement Act 2023 obligations. Spot purchase arrangements can be made individually or collaboratively by the three commissioning organizations.
