    Brief

Bath & North East Somerset Council is commissioning an experienced contractor-led team to evaluate the technical feasibility, buildability, and logistics of replacing the Pulteney Radial Gate on the River Avon in Bath's city centre. The project will assess six main options: a hydro-electric station, extending or stepping the existing weir, infilling the channel for new public space, or minimal maintenance of the current asset. The successful contractor will conduct detailed investigations including surveys, site access analysis, and stakeholder engagement to appraise each option. Deliverables will include buildability assessments, temporary works design, construction programming, cost estimates, risk analysis, CDM/Principal Designer advice, and whole-life cost implications. The final output will be a series of detailed appraisal reports and a composite recommendation to support the council's Outline Business Case and inform future procurement decisions. This commission focuses on technical and commercial evidence-gathering only and does not commit the council to any specific design, approval, or main works contract.
