Utilities Supply Framework Procurement - Preliminary Market Engagement for Education Sector

Education Buying Group Ltd (EBG Ltd) is seeking input from energy and utility suppliers (gas, electricity, and water providers) for a planned procurement framework. This is a preliminary market engagement (PME) process - a pre-procurement consultation that allows suppliers to influence the future tender design before the formal process launches in summer 2026. EBG Ltd proposes a 3-year framework agreement with options to extend for an additional 3 years, with a tiered lotting strategy. This opportunity is open to direct suppliers only, not brokers or intermediaries. The PME questionnaire allows you to review the proposed procurement and lotting strategy, provide feedback on the tender specification, and submit innovative proposals. Selected respondents may be invited to present or discuss their responses. This process follows the Procurement Act 2023 principles of transparency and equal treatment.
