Brief
Lincolnshire Housing Partnership (LHP), a not-for-profit housing association managing approximately 12,177 homes and supporting over 20,000 residents across Lincolnshire, is issuing a Preliminary Market Engagement (PME) Notice regarding a potential future procurement of replacement Housing Management System (HMS) and Repairs Management System (RMS) solutions.
This is a market information exercise only and does not constitute a formal call for competition. LHP is seeking to understand available modern, cloud-based solutions and gather supplier insights to shape its procurement strategy.
LHP is considering three procurement options:
• Lot 1: Housing Management System (HMS) covering tenancy, rents, lettings, arrears, income, asset management, compliance, CRM and case management
• Lot 2: Repairs Management System (RMS) with dynamic scheduling, resource optimisation for in-house and external teams, and mobile working
• Lot 3: Fully integrated platform combining HMS, RMS and dynamic scheduler functionality
Suppliers may bid for individual lots, multiple lots, or as consortiums. The anticipated procurement will follow the Competitive Flexible Procedure under the Procurement Act 2023, with an indicative five-year contract term plus optional two-year extensions.
Key areas of interest include: intuitive user experience and accessibility; comprehensive functional capability; environmental sustainability of SaaS delivery; robust security and GDPR compliance; support for regulatory standards including the Consumer Standards, Tenant Satisfaction Measures and Awaab's Law; and flexible commercial and delivery models.
LHP is actively seeking market engagement through structured activities including supplier questionnaires, briefing sessions, demonstrations and clarification discussions. Participation is non-competitive and non-binding, with no supplier disadvantaged by participation.
