    Brief

    The city of Oberhausen is seeking freelance services for the reconstruction project of Marktstraße in Alt-Oberhausen. This project is part of the updated Integrated Action Concept "Oberhausen Brückenschlag," which was approved by the City Council on November 13, 2023. Based on this professional foundation, the initial funding application for STEP 2024 was submitted. A funding approval notice was issued on November 5, 2024. The following sub-measures are being pursued regarding Marktstraße: - Procedures and planning for the three sections: Upper Marktstraße (OM), Central Marktstraße (ZM), Lower Marktstraße (UM), - Construction of Upper Marktstraße (OM) [1st construction phase], - Construction of Central Marktstraße (ZM) [2nd construction phase], - Construction of Lower Marktstraße (UM) [3rd construction phase]. It is important to note that a further funding application is expected by September 30, 2028, for the construction costs of the Central Marktstraße section, and another application for the Lower Marktstraße section is anticipated by September 30, 2030. The overall construction project is estimated to be completed by the end of 2032. A usage and design concept for Marktstraße in Alt-Oberhausen has been developed for the application of urban development funding and political decisions. This concept provides specific guidelines and planning approaches for the three sections of Marktstraße, which will be built upon in the further planning phases. This concept was presented to the public on May 16, 2023, and serves as the basis for further content development based on the City Council's decision from November 13, 2023. Based on the updated cost estimate from 2023, the total costs for the funding application (October 31, 2023) are estimated at €36,946,426.47 (gross), divided as follows: Upper Marktstraße (OM) €12,425,882.05, Central Marktstraße (ZM) €12,596,635.08, Lower Marktstraße (UM) €11,923,909.34. The project timeline is roughly estimated as follows: Awarding/commissioning: project management/specialist planning services in 2025, planning phases 1-2 (OM, ZM, UM) partially by July 2025, preparation of documents for the first continuation application partially by September 2025, complete preparation of documents for the first continuation application by December 2025, planning phase 3 (OM, ZM, UM) until July 2026 (submission) of documents for the second continuation application by September 2026, planning phases 4-5 (OM, ZM, UM) until June 2027 (submission) of documents for the third continuation application by September 2027, preparation of phase 6 (OM) until October 2027, planning phase 6 (ZM, UM) until April 2028, submission of documents for the next two initial applications in 2028 and 2030. Based on the approvals received, the reconstruction (i.e., execution of the construction measure in the first construction phase OM) is expected to begin in mid-2028. The entire construction project is expected to be completed by around 2032.
