Romania – Asphalt – Geogrid, Asphalt Mixtures and Quick Breaking Bitumen Emulsion EBCR 60 – 2 Lots

This procurement opportunity involves the purchase of Geogrid, Asphalt Mixtures, and Quick Breaking Bitumen Emulsion EBCR 60, which are necessary for restoring the asphalt surface of the road system, including heavy/light traffic roads, sidewalks, etc., in areas affected by the rehabilitation works of the heating network related to SACET Bucharest. The procurement will be conducted through a framework agreement for each lot, specifically LOT I and LOT II, with a duration of 18 months from the date of signing, and will be concluded with a maximum of 3 economic operators. The supplied products must meet the requirements specified in the specifications document. The requested products are divided into two lots: LOT I – Geogrid; LOT II – Asphalt Mixtures and Quick Breaking Bitumen Emulsion EBCR 60. The specifications document outlines the minimum requirements of the contracting authority. The bidder guarantees that all products and materials to be purchased must comply with the requested requirements. Used or non-compliant products are not accepted. The standards mentioned in the specifications can be replaced with equivalent ones, and it is the bidder's responsibility to demonstrate equivalence if the supplied products comply with a standard equivalent to the one specified. Deadlines for submitting/responding to requests for clarifications/additional information: A. According to Article 160 paragraph (1) of Law no. 98/2016 on public procurement, as amended and supplemented, the deadline for any interested economic operator to request clarifications or additional information regarding the award documentation is a maximum of 18 days before the deadline for submitting offers. B. According to Article 160 paragraph (2) of Law no. 98/2016 on public procurement, as amended and supplemented, the contracting authority will respond clearly and completely to all requests for clarifications on the 11th day before the deadline for submitting offers. Responses will only be provided to clarification requests submitted by economic operators within the previously stated deadline. The purchase of the products will be carried out through a framework agreement for each lot, specifically LOT I and LOT II. The duration of the framework agreement will be 18 months from the date of signing, and it will be concluded with a maximum of 3 economic operators. Subsequent contracts related to the framework agreement will be signed quarterly and/or based on the needs of the contracting authority. The duration of the subsequent contracts will be a maximum of 4 months. Modifications to the framework agreement and subsequent contracts will be made during their validity period, in accordance with the provisions of Article 221 of Law no. 98/2016 in conjunction with the provisions of Instruction no. 1/2021 issued by ANAP.
