Economic Impact Assessment of the Health Platform in Norway

The Ministry of Health and Human Services is seeking a comprehensive analysis of the Health Platform to fulfill the Storting's directive for an independent evaluation of its benefits and drawbacks. This analysis should cover economic, social, quality, and legal aspects affecting hospitals, municipalities, general practitioners, and patients using the Health Platform's journal and interaction system. The evaluation must also explore alternatives, including the continuation and enhancement of the current system or other existing market solutions. The analysis aims to provide a factual knowledge base without making recommendations or suggesting actions. The final report is due by December 1, 2025, with a budget cap of NOK 3,000,000, excluding VAT. This budget includes an option for an additional NOK 500,000 for any new analytical needs that may arise during the project.
