Brief
The District Office of Hamburg-Mitte is planning and implementing the modernization of a sports functional building, the demolition of an existing building, and the construction of a multifunctional building at the Öjendorfer Weg sports facility. The goal of this project is to create a sports and social center in the urban area that provides a wide and easily accessible range of services for the community. By renovating the sports functional building and constructing a multifunctional building, the project aims to link sports and social needs to create a meeting place. To ensure high-quality and target-oriented provision of sports facilities in the city, a neighborhood-oriented sports facility development plan is required. This plan aims to address both the renovation and modernization needs in line with the requirements of the local population. The new building will be modern, meeting climate protection, accessibility, and space efficiency standards. This project is part of the federal funding program "Model Project for the Further Development of Urban Development Funding," which aims to enhance and improve the sports and social infrastructure in eastern Hamburg. The federal funding criteria and the regulations of RZ Bau must be observed. Planning services are to commence immediately after the contract is awarded and ideally be completed by the end of 2026. The procurement process includes planning services for performance phases 1 to 9 in accordance with § 34 HOAI, as well as special services according to Annex 10 to § 34 HOAI within the performance phases. Additional special services may be commissioned separately by the client. The technical planning services for technical equipment according to § 55 HOAI, as well as thermal protection and energy balancing, will be tendered in a separate VgV procedure. The Öjendorfer Weg sports facility is located in the Billstedt-Mitte social area. The Hamburg district of Billstedt is the largest district in the model area and the second largest district by population in Hamburg. The social infrastructure in the district was largely developed in the 1960s and 1970s and is now outdated in terms of the spatial opportunities available for services. Billstedt has great potential and is expected to experience further densification in the coming years. In the central area of Billstedt, where the Öjendorfer Weg sports facility is located, up to 500 apartments for various households are to be created as part of the urban redevelopment process, which is expected to stimulate economic growth. The urban area needs sports and social centers that offer a wide and low-threshold range of services for the community. By expanding sports and leisure offerings, renovating the sports functional building, and constructing a multifunctional building, the project aims to link sports and social needs and create meeting places. The Öjendorfer Weg sports facility contributes to the long-term goals of the entire city. The aim of the project is to create a needs-based service structure, especially for children, young people, parents with small children, and seniors in a new, modern, accessible building. The construction of the multifunctional building is intended to open up the district, consolidate diverse offerings, and provide various usage options for broad population groups. Social and sports activities tailored to needs will take place in the facilities. Educational offerings such as homework help or language courses for better integration would not only complement but also expand this vision. The multifunctional building should serve as a meeting place that fosters residents' identification with the Billstedt-Mitte district. This requires high design quality and functionality, which will be architecturally developed in the further process. The new building should set a public example regarding historical awareness and ecological standards. The Climate Protection Act must be observed, and the quality standards for construction according to the federal funding criteria and the overall concept must be taken into account.
