Brief

The Children's Commissioning Consortium Cyrum (4C's), acting on behalf of Welsh Local Authorities, is conducting market engagement to identify qualified secure transport providers for children and young people. This is an information-gathering exercise to understand market capability and availability; no framework or public contract will be awarded at this stage under the Procurement Act 2023. The Council intends to develop a list of approved suppliers for Welsh Local Authorities to use for secure transport services. All providers must prioritize child safeguarding and welfare, comply with the Welsh Government's Reducing Restrictive Practices Framework, and demonstrate expertise in: safeguarding training and procedures; behavior management; safe recruitment and employment vetting; de-escalation and safe hold techniques; risk and safeguarding processes; restrictive practice framework implementation; and ability to meet individual children's needs with appropriate resources and equipment.
