Independent Time and Motion Study for Office of the Traffic Commissioner

The Office of the Traffic Commissioner (OTC) is conducting a preliminary market engagement exercise to gather supplier input before launching a formal tender for an independent time and motion study. This is not a call for competition, but an opportunity to provide feedback via a Supplier Questionnaire to inform the future procurement. The study will analyze OTC's key business processes including casework management, licensing, tribunal operations, compliance, finance, correspondence, and support functions. The research will measure end-to-end elapsed time, active handling time, waiting periods, rework cycles, process handoffs, and process variation across agreed process families. The study will distinguish between productive work and unavoidable delays or system constraints, identify reasons for variation, and compare findings against current and projected workload levels. The resulting analysis will enable OTC to determine the capacity and full-time equivalent staffing needed to deliver each process and overall workload at agreed service levels. Findings will be reported at process, role, and team level rather than individual performance assessment, and will account for case complexity, statutory requirements, quality controls, reasonable adjustments, system performance, and external organizational dependencies.
