    Brief

    Bolton Council is seeking a provider to deliver combined Children's Advocacy and Independent Visitors services from 1 April 2027 to 31 March 2030, with the option of up to two 12-month extensions. The service will meet the Council's statutory obligations under the Care Act 2014, Children Act 1989, Mental Capacity Act 2005, and Mental Health Act 2007. Advocacy Service: Must provide independent advocacy services (separate from council operations to avoid conflicts of interest) for children and young people up to age 18, and care leavers up to age 25. Staff must be trained in all aspects of advocacy with strong legal knowledge. Independent Visitors Service: Must provide independent visitors for looked-after children and young people who wish to have support, particularly those who are isolated, live away from their home area, or have limited or no family contact. Providers are invited to attend an information webinar on 19 October 2026 from 15:00-16:00 via Microsoft Teams. To register, email corporate.procurement@bolton.gov.uk.
