Patient Portal Software Procurement for Osterholz District Hospital

The Osterholz District Hospital is a basic and standard care hospital with 128 planned beds located near the Hanseatic city of Bremen. It has departments for Internal Medicine, Surgery, Orthopedics, Gynecology and Obstetrics, Radiology, Anesthesia, and Intensive Care, as well as a Medical Care Center with practices for Surgery, Gastroenterology, Cardiology, Pediatrics, Orthopedics, and Urology. Annually, the hospital serves approximately 7,000 inpatients and 47,000 outpatients. The hospital currently uses the Medico software from CGM CLINICAL EUROPE GMBH as its hospital information system (HIS) along with CGM Clinical Archive as the archiving system. Infinitt from Infinitt Europe GmbH is used as the PACS, and the RIS is part of the Medico HIS. The Medico HIS is used comprehensively in both outpatient (MVZ) and inpatient care. The Osterholz District Hospital intends to procure a modern and future-oriented patient portal as part of funding category 2 (supply contract). Services for implementing the software are also part of the contract. The proposed portal solution must meet the mandatory criteria of the KHZG funding category 2 (§ 19 Abs. 1 Satz 1 Nr. 2 KHSFV) and, if possible, the associated optional criteria. The goal is to integrate the solution into hospital operations in 2025. The overall system should form an integrative solution with the existing and to be integrated HIS and subsystems, which must meet the mandatory criteria in combination with the existing HIS. This primarily concerns the areas of admission management, treatment management, and discharge management. A provider is sought who can fulfill the required services as a general contractor. If this cannot be achieved with their own software products, the provider is free to offer subsystems as a recognizable subset. In such cases, it must be ensured that a functioning, comprehensive, and user-friendly (standard) interface is created for these subsystems. This interface must be included in the offer as a fixed price and must be disclosed and maintained independently by the provider. This project is financed through funding (KHZG).
