    Brief

    This public procurement contract involves the supply and installation of electronic heat cost allocators, cold and hot water meters with remote reading capabilities, eliminating the need for access to residential or non-residential spaces. The contract also includes the supply and installation of data transmission devices that allow for at least monthly readings and subsequent billing of heat consumption among users. The project aims to completely replace existing cold (SUV) and hot (TUV) water meters and heat cost allocator indicators (IRTN) with remotely readable devices, in compliance with current legislation, including accessories for data transmission in residential and non-residential buildings owned by the statutory city of Frýdek-Místek. This involves 59 buildings (approximately 1300 residential units and 300 non-residential units). Currently, there are 1595 cold water meters (SUV), 1267 hot water meters (TUV), and 3401 heat cost allocators (IRTN) to be replaced, as detailed in the attached document "List of Buildings for Replacement of IRTN, SUV, and TUV Meters." The contracting authority reserves the right to change the number of consumption points during the service period under the same contractual conditions. Data transmission will be radio-based, from the meters to nodes (collectors), which will be installed in the respective buildings (estimated number of 105) to ensure data transmission to the contractor's server, which will handle data processing and billing of heat consumption among users according to applicable regulations. The contractor is required to physically inspect the relevant buildings to ensure data transmission to the contractor's server and determine the number of collectors needed for data transmission. The contractor will also provide readings from the SUV and TUV meters to the contracting authority as a basis for billing individual water consumers. Additionally, the contractor will create and operate a web portal for monitoring heat and water consumption, accessible to both the contracting authority and end consumers. Heat and water consumption data will be updated on the web portal at least once a month in accordance with applicable legislation.
