Brief
The Bavarian State Office for the Environment (LfU) is seeking to acquire certificates (emission reduction credits) to compensate for unavoidable emissions from official business travel and other unavoidable emissions of the Bavarian State Government, in accordance with the Bavarian Climate Protection Act (BayKlimaG). The procurement will include regional CO2 certificates with a gradually increasing share. The focus of the projects from which the credits will be sourced is on nature-based solutions, particularly on emissions reduction through the rewetting of peatlands. Other projects may also be submitted for consideration. All projects must be implemented in Bavaria and must meet strict quality requirements (Bavaria Standard). A total of 9,000 certificates are needed, divided into four lots: 1,500 certificates for 2025 (Lot 1), 2,000 certificates for 2026 (Lot 2), 2,500 certificates for 2027 (Lot 3), and 3,000 certificates for 2028 (Lot 4). The contract will be awarded based on the most economically advantageous offer for each lot, with a maximum of one award per lot and a limit of three lots per bidder. If a bidder does not have the required total number of credits from a single project for the respective year of the lot, a main offer can consist of credits from up to three different projects, as long as the total number meets the requirements for that lot. The performance will be evaluated based on submitted project details, with quality of the registry (15%), compliance with the Bavaria Standard (65%), and project location and type (20%) being the evaluation criteria. The price per emission reduction credit must not exceed €100 net. The total emission reduction credits will be divided into general and specialized lots (general nature-based area and specifically peatlands). Four lots from the general nature-based area will be part of this procurement process, while lots for the years 2029-2040 will be announced later. Four specialized lots for peatlands will be exempt from EU-wide tendering requirements.
