    Brief

The Council is awarding two direct award contracts for Housing with Care (HwC) services serving people aged 55 and over who wish to live independently with support in a safe and secure environment. Under Procurement Act 2023 Regulation 41, these contracts are being directly awarded due to the absence of competition for technical reasons, as both providers operate integrated landlord and care services that cannot be separated. Contract 1: Arden Grove - A specialist dementia care housing site with 33 beds operated by Green Square Accord, which provides both landlord and care services on-site. Contract 2: Earlsdon Park Village - A housing village operated by Extra Care Charitable Trust with 322 flats, of which 52 units are available for Coventry City Council nominations. ECCT operates as both landlord and care provider. These direct awards meet the conditions of Schedule 5 (Direct Award Justifications) as only these particular suppliers can deliver the integrated landlord and care provision model required, with no reasonable alternatives available.
