Solar Installation Project in France

This contract involves a comprehensive performance-based public procurement for the design, implementation, operation, and maintenance of photovoltaic installations on rooftops and canopies, aimed at collective self-consumption. The project is divided into one firm tranche and ten optional tranches. A maximum of five candidates will be allowed to submit offers. Candidates will be selected based on their economic and financial capacity, as well as their technical and professional abilities, evaluated against the following criteria: Professional capabilities assessed through references provided by the candidate and their relevance to the project (100 points weighted at 50); Technical capabilities evaluated based on the organization and professional skills of the candidate and their relevance to the project (100 points weighted at 50); A total weighted score of 100 points is required. Any candidate scoring below 50 points will be disqualified from the consultation. Professional capabilities will be assessed based on references from MPGP, former CREM, AMI, and photovoltaic installation contracts (investment & maintenance) relevant to the project (50 points); - Relevant references in AMI - CREM: 25 points - Relevant references in performance-based public procurement: 25 points - Relevant references in public contracts for photovoltaic installation (investment and/or maintenance): 20 points - Management of collective self-consumption operations: 30 points. Technical capabilities will be assessed based on the candidate's professional skills and their relevance to the project (50 points); - Human resources of the candidate (profiles, experiences, etc.): 50 points - Material resources of the candidate: 50 points.
