HRD Solution Procurement for Espoo City

The City of Espoo is seeking bids for the procurement of a Human Resource Development (HRD) solution. This solution will support processes related to performance and competency management. The procurement includes the delivery, development, and maintenance services of an HRD system provided as a Software as a Service (SaaS) to the Client. A detailed description of the procurement content can be found in Attachment 1, 'Description of the Procurement Object,' and the system requirements are outlined in Attachment 5, 'Requirement Form.' The procurement is not divided into parts, as the system and related services form a cohesive whole that is not practical to split into smaller components. The contract will commence upon signing and will remain in effect indefinitely. The estimated start date for the contract period is June 2025. The supplier will not have exclusive rights to the services and deliveries described above, nor exclusive rights to operate within the Client's software service technology environment. Changes in legislation may affect the usage volumes of the services ordered under the contract, either increasing or decreasing them. The main contract and software service agreement may be modified based on such statutory changes occurring during the contract period, and the Parties are obliged to consider these changes in the implementation and use of services. The City of Espoo will select one supplier and one alternate supplier based on the competition.
