    Brief

    The Cambridgeshire Energy Retrofit Partnership (CERP), operating under the 'Action on Energy Cambridgeshire' brand, is seeking to replace its current retrofit framework contract which expires in May 2027. Cambridge City Council, as Lead Authority, will procure up to 6 suppliers to deliver whole-house retrofit services across Cambridgeshire and Peterborough local authorities. Suppliers must provide comprehensive energy efficiency and renewable energy retrofit solutions following a 'fabric first' approach compliant with PAS 2035:2023. Selected suppliers will need to demonstrate capability in: marketing and lead generation, whole-house energy assessments, retrofit coordination, installation and handover of retrofit measures, and post-installation evaluation and monitoring. The CERP partnership has a proven track record of securing substantial government funding and engaging communities in energy efficiency schemes to combat fuel poverty. This framework will operate across all partnership authorities' geographical boundaries. The procurement will follow a Competitive Flexible Procedure in compliance with current legislation. Key dates: Tender issue October 2026, Shortlisting December 2026, Contract award February 2027.
