    Brief

    His Majesty's Courts and Tribunals Service (HMCTS), part of the Ministry of Justice, is conducting a Request for Information (RFI) to explore market solutions for improving criminal fines collection and enforcement. The current enforcement process relies heavily on manual work, multiple disconnected systems, and report-driven activities, making it difficult to link accounts, identify individuals, track payment behaviour, and prioritise cases effectively. HMCTS seeks to understand available market capabilities and delivery approaches for: data matching and entity resolution; account linking and unified person views; tracing and contact enrichment; segmentation and prioritisation; workflow and decision support systems; enforcement analytics; and audit controls. The RFI aims to gather evidence on supplier capabilities, delivery models (software, platforms, APIs, managed services), implementation approaches, commercial options, costs, timescales, and data protection considerations. This is preliminary market engagement only and does not constitute a procurement commitment, tender, or supplier selection. HMCTS will not outsource enforcement operations or statutory decision-making; any future solution must operate within existing policy controls, staff oversight, and security requirements. Responses will inform business case development and future procurement strategy.
