Transport Operating Model Design and Implementation Planning for Cheshire and Warrington Combined Authority

Cheshire and Warrington Combined Authority (CWCA) is seeking experienced consultants to design its transport operating model and develop detailed transition plans. The CWCA, recently established, has statutory transport responsibilities and broader strategic powers through its devolution agreement. This project requires a comprehensive assessment of all transport functions, identifying overlaps and gaps, followed by detailed recommendations for integrated operating models with full costs and implementation timelines. Deliverables must be sufficiently detailed and actionable to enable the Combined Authority to move directly from assessment to decision-making and implementation, including specific organizational structures, resource requirements, and transition planning. Strategic or high-level outputs alone will not be sufficient.
