Brief
The Authority seeks a service provider to deliver comprehensive maintenance, repair, and compliance management for a fleet of two LGV trailers that transport mobile MRI scanners and medical equipment. The service must ensure all trailers remain safe, roadworthy, operationally available, and compliant with relevant statutory and regulatory requirements.
Scope of Services: The contract covers planned preventative maintenance, emergency repair and breakdown support, statutory inspections and certifications, compliance administration, customer portal management, and audit support. Services must address trailer structures, chassis, braking and suspension systems, electrical and lighting systems, HVAC and chiller systems with refrigerant compliance, lift systems (LOLER-regulated), water hygiene and Legionella management, and all associated safety-critical components.
Key Requirements: Suppliers must demonstrate capability in roadworthiness certification, LOLER thorough examinations, PUWER compliance, F-gas refrigerant management, and water hygiene regulations. A responsive single-contact helpdesk with qualified engineers, emergency call-out capacity, and escalation procedures for critical defects is essential. The supplier must provide a secure customer portal offering real-time access to asset registers, maintenance schedules, compliance status, inspection records, certificates, monitoring data, and performance reports.
Compliance and Reporting: Monthly performance and compliance reports, defect logging, environmental monitoring reports, root cause analysis, quarterly reviews, and annual asset lifecycle planning are required. All documentation must be detailed and traceable, including inspection records, LOLER certificates, F-gas records, and calibration certificates.
Contract Details: This is a preliminary market engagement exercise to assess supplier capability, service delivery models, mobilisation timescales, and commercial considerations. The anticipated contract period is up to three years with extension options. Expressions of interest are due by midday on 7 August 2026.
