    Brief

    The Department for Energy Security and Net Zero (DESNZ) is seeking a lead organisation with expert technical knowledge to deliver the second phase of the UK Greenhouse Gas (GHG) Inventory Improvement Programme. The successful supplier will lead a multidisciplinary consortium to develop improved methodologies, conduct original sector-specific research, and engage stakeholders to generate new or updated emission factors and activity data for the Energy, Waste, and Industrial Processes and Product Use (IPPU) sectors. The programme aims to ensure the UK's GHG inventory aligns with Intergovernmental Panel on Climate Change (IPCC) guidelines and accurately reflects government decarbonisation efforts. The consortium must include experts in climate science, mathematical emissions modelling, IPCC guidelines, UNFCCC accredited reporting standards, and sectoral processes. A dedicated programme management office will coordinate delivery. The research will employ mixed methods including desk-based analysis, stakeholder engagement, laboratory testing, model development, fieldwork, and rigorous quality assurance procedures. The ultimate outcome is a scientifically robust, transparent, and resilient UK GHG inventory capable of quantifying emissions uncertainty, improving representation of diffuse sources, and using open, transparent models that enable identification and correction of weaknesses.
