NHS Framework for Insourced Healthcare Services

The North of England Commercial Procurement Collaborative, representing the NHS Workforce Alliance, is seeking to establish a Framework Agreement for insourced healthcare services. This framework will be available for use by NHS organizations and equivalent bodies in England, Wales, Scotland, and Northern Ireland, as well as Central Government and Local Authorities where applicable. The NHS Workforce Alliance partners include NHS Commercial Solutions, East of England NHS Collaborative Procurement Hub, NHS London Procurement Partnership, NHS North of England Commercial Procurement Collaborative, and Crown Commercial Service. The goal of this framework is to provide high-quality, patient-focused healthcare by offering a range of insourced service solutions. This initiative supports the government's aim to reduce patient waiting times to no longer than 18 weeks from referral to treatment and to deliver an additional 40,000 elective appointments each week. Services will be delivered on the trusts' premises, utilizing their equipment and facilities, often during off-peak hours or spare capacity. This approach is intended to enhance service delivery and improve efficiency alongside existing provisions. Insourced services will typically be provided by medical or clinical professionals with the necessary expertise to deliver comprehensive services, including clinical governance and oversight. This Framework Agreement for healthcare services is governed by The Health Care Services (Provider Selection Regime) Regulations 2023 (PSR2023). The framework's operational features, including periodic re-opening for new suppliers, are designed in accordance with these regulations, aligning with the Key Criteria outlined in Regulation 5.
