Boston Flood Barrier Operation and Maintenance Services Contract

This is a competitive procurement for a long-term operation and maintenance service contract for the Boston Barrier, a critical flood defense infrastructure protecting over 14,000 residential properties and 800 commercial and community buildings across more than 100 individual assets including a radial gate flood barrier. The current NEC Term Service Contract expires in June 2027, and a new service provider is required to ensure continued readiness and operational reliability of the barrier and associated assets. The procurement follows a three-stage process: Stage One (Pre-Selection): Suppliers must submit a Procurement Specific Questionnaire with Conditions of Participation and a Mini-Technical Envelope to demonstrate capability and be down-selected for the next stage. Stage Two (Invitation to Tender): Qualified suppliers will be invited to participate in a site visit and submit Quality Envelope (including Social Value considerations) and Price (Commercial Envelope) proposals. Stage Three (Optional): Final clarification, negotiation interviews, and/or presentations may be conducted with shortlisted suppliers. This procurement is conducted under the Procurement Act 2023 using a Competitive Flexible Procedure.
