Medical Supplies for Clinical Laboratory

This public procurement contract involves the delivery of various types of reagents and consumables needed for the Clinical Laboratory and Transfusion Hematology Laboratory at Lozenets Hospital. The specific types and quantities of goods are detailed in the Technical Specification – Appendix 1 and Appendix 1.1, which are integral parts of the procurement documentation. The contract is divided into nine distinct lots, as follows: Lot 1 - Rare test sera for typing blood group antigens outside the ABO and Rh systems from a single manufacturer. Lot 2 - Test reagents for monoclonal IgM for rapid agglutination tests on glass from a single manufacturer. Lot 3 - Test reagents for manual work in column agglutination gel technique, compatible with specialized equipment such as DiaMed Centrifuge 12 S II, DiaMed Incubator 37 S I, or equivalent. Lot 4 - Test reagents and consumables for automated immunohematological diagnostics, compatible with specialized equipment like OrthoVision Analyzer or equivalent. Lot 5 - Consumables for the collection, transport, and processing of venous and peripheral blood, urine, and biopsy materials. Lot 6 - Reagents for the Atellica 1500 urine analyzer. Lot 7 - Electrodes for Radiometer ABL 800. Lot 8 - Monoclonal test sera for typing antigens from the ABO system for manual work on a plate. Lot 9 - Reagents of human origin for testing blood group agglutinins from the ABO system for manual work on a plate. Each lot contains independent nomenclatures, which are detailed in the Technical Specification, an integral part of the procurement documentation. The contracting authority requires a comprehensive offer - participants must bid on all products included in the lot they are participating in. According to Article 21, paragraph 6 of the Public Procurement Act, the contracting authority has the right to award lots according to the rules applicable to the individual estimated value of each, provided that the value of the respective lot does not exceed 156,464.00 BGN for supplies and services, and the total estimated value of the lots awarded in this manner does not exceed 20% of the total estimated value of the contract. In these cases, regardless of the remaining value of the contract, it is awarded according to the rules applicable to the total estimated value of the entire contract. Lots 8 and 9 have an estimated value of up to 49,999.90 BGN each, falling under the provisions of Article 20, paragraph 4, item 3 of the Public Procurement Act, with a total estimated value of 31,097.70 BGN / 15,900.00 EUR excluding VAT, and both conditions are met for them. Therefore, the contracting authority applies Article 21, paragraph 6 of the Public Procurement Act and separates lots 8 and 9, which will be awarded according to Article 20, paragraph 4, item 3 of the Public Procurement Act – through direct assignment.
