Enterprise Architecture Management Tool for St. Gallen

The procurement involves acquiring an Enterprise Architecture Management (EAM) Tool that will serve as a central platform for capturing, analyzing, planning, and managing the IT architecture. This tool is intended to facilitate the implementation of use cases defined by the Canton of St. Gallen, focusing on transparency of the IT landscape, strategic IT planning, and operational management. The Canton of St. Gallen will procure this tool as a central instance where architectural models can be created and maintained for both the cantonal administration and eGovernment St. Gallen. Employees from these organizations, as well as contracted suppliers, will be able to model within this instance. Municipalities wishing to independently model their municipal architecture can set up a separate modeling project within the same instance with appropriate permissions. This option will be kept open for the future. The EAM Tool is expected to serve as a single source of truth for architecture-related information and to support collaboration among various stakeholders, including the IT Architecture Expert Committee, project managers, IT architects, and department heads. The tool should be user-friendly, support standardized modeling languages (e.g., ArchiMate), provide role-based access control, and have interfaces to existing systems such as ServiceNow, Signavio, and PQFORCE. In addition to the software procurement, the scope of services includes initial setup services, which involve technical setup and configuration according to the Canton’s requirements, connecting relevant interfaces to existing systems, conducting training for different user groups (e.g., modelers, readers, administrators), and providing support during the implementation phase and the first year of operation to address questions and assist with further development of usage.
