Brief
This contract involves the expansion of e-services in the City of Ostrów Wielkopolski. The goal is to enhance the efficiency and effectiveness of e-services for both external users (e.g., citizens) and internal users (e.g., municipal employees, schools). This expansion is essential for increasing the range of matters that citizens, educational institutions, and municipal employees can handle electronically. Optimizing existing e-services and internal processes will improve the functioning of public administration. The development of e-services will include maintaining the current infrastructure in the educational network along with innovations and expanding services aimed at residents, facilitating smoother handling of administrative matters electronically. The operations will enhance e-services with the following features: 1. Creation of an Information and Payment Platform consisting of two parts: - Payment part – allowing online payment of obligations to the Municipality, with an option to download a payment order template, - Information part – presenting selected tax and civil obligations, payment history, settlement status, and detailed information regarding these obligations, including the ability to download tax decisions. 2. A Comprehensive Unit Service System with subsystems: - Electronic Document Flow, ensuring systematic and effective document exchange among users, resulting in reduced time and costs for document management through integration with ePUAP, E-Delivery, Electronic Invoicing Platform, and municipal office domain systems. - Administrative subsystem facilitating the management of database resources and controlling access to these resources with full monitoring, ensuring data protection in accordance with Polish law. - Registration subsystem for basic population registration, handling civil affairs, and full election management (from local to presidential elections), also enabling effective personnel records management. - Financial-Accounting-Budget Environment, complementing the Budget Accounting system by building a settlement base for recording and accounting for municipal assets, with the possibility of replacing existing systems managing local taxes, calculating employee salaries, contract registration, commitments, and obligations, as well as recording and settling fines, and replacing the current Budget Accounting system.
