Consultancy Services for Procurement Support in Ukraine

The European Investment Bank (EIB) is seeking consultancy services to assist in the recovery and reconstruction of Ukraine. This project focuses on providing procurement support and building capacity for EIB-financed projects in the country. Key tasks include: 1. Technical Assistance: a) Offering policy-level support and operational advice for specific tender requirements, emphasizing sustainable procurement, gender-responsive procurement, and circular economy initiatives. b) Aligning the e-procurement system Prozorro with EIB policy requirements and implementing necessary improvements. c) Building capacity for the Anti-Monopoly Commission of Ukraine. d) Establishing a Hotline Service to facilitate communication between project promoters and the EIB, ensuring timely support for EIB-financed projects. 2. Capacity Building: This component aims to enhance the skills of Ukrainian public officials and address gaps in the private sector's ability to respond to EIB-financed tenders. Planned activities include: i. Training courses for EIB promoters on procurement strategies and emergency procurement. ii. Training for facilitators to equip national officials and experts with the knowledge to train others. iii. Training for the Ukrainian private sector to improve their ability to respond to EIB contract opportunities and enhance their bidding efficiency.
