Norway – Patient Plan Software Development Services

The Norwegian Health Network (NHN), a government-owned company under the Ministry of Health and Care Services, is seeking suppliers for the development and implementation of a digital service for creating patient plans. This service aims to facilitate digital interactions between general practitioners (GPs), municipal health services, and specialist health services. The goal is to ensure that GPs can effectively participate in managing patient plans, which requires their journal systems to be compatible with the professional systems used by municipalities and specialists in Digital Home Follow-up (DHO) pipelines. This procurement is based on a collaborative approach, where the exact requirements and challenges will evolve through the project. Suppliers should be prepared for ongoing adjustments to plans and milestones based on insights gained during the work. The contracting authority will bear the risk if the project does not meet its objectives. All parties involved must ensure that the system is accessible to all health service providers in need. The service will be rolled out in defined phases as outlined in the contract. Suppliers are encouraged to view this service as part of their infrastructure that can be integrated into their own innovation and product development efforts. Continuous clarifications regarding these processes will be conducted with NHN. The authority plans to award contracts to at least two and up to four suppliers, with a total budget of up to NOK 200 million excluding VAT. A contract must be signed with at least two electronic patient journal (EPJ) suppliers for the GP market and one DHO supplier to proceed with this procurement.
